JOB TITLE:MANAGER OF BILLABLE SERVICES

DEPARTMENT:CHIEF EXECUTIVE OFFICER

REPORTS TO:INTERIM EXECUTIVE DIRETOR/CHIEF OPERATING OFFICER

STATUS:FULL TIME/EXEMPT

STATEMENT OF FUNCTION Ensures proper planning, implementation & evaluation of billable & fee for services; Oversees the coordination & research of public & private grants/proposal s; & clinical supervision of mental health & substance abuse services.

ESSENTIAL DUTIES & RESPONSIBILITIES

Billable Services

1.Oversees all billable & fee for service programs:

a.Executes Managed Care Organization (MCO) contracts.

b.Creates Policies & Procedures related to billable & fee for services.

c.Markets billing services to other organizations.

d.Works with & assists billing staff.

2.Directs Grant/Proposal writer with the coordination of all government, foundation & corporate grant proposals agency-wide.

3.Assesses ongoing client needs & seeks new grant funding & interagency relationships to fill gaps in services.

4.Manages continuous improvement & quality processes by proactive data & information collection on grant or program requirements.

5.Prepares & maintains grants management spreadsheet, including report schedule for agency grants, with assistance from Grant/Proposal Writer.

6.Maintains current & accurate files of grant s/proposals support documents.

7.Reviews program grants/proposals for accuracy & uniformity.

8.Aids programs with research for new granting sources.

9.Submits required grant reports as required & meets with grantors regarding new reporting needs, grant applications & site visits.

10.Represents the organization in external meetings with funders.

11.Monitors aspects of the budget related to assigned activities.

Clinical Supervisor of Mental Health & Substance Abuse Programs

1.Oversees management of daily activities & operations of the Mental Health Program Manager & Substance Abuse Counselor.

2.Actively participates in Client Care Department activities as associated with Clinical services of Mental Health & Substance Abuse programs.

3.Assists program staff with required monthly, quarterly, & yearly statistical, data gathering, & reporting activities as required by the program funders.

4.Oversees the monthly report data & statistics of caseload based on program requirements.

5.Meets with clinical staff for monthly meetings.

6.Attends meetings for City & State funders, as assigned.

General Duties

1.Shows initiative by fostering attitudes, conditions, & environments that yield improved quality & quantity of organization. Implements steps to ensure built-in quality control in the program & its services.

2.Exhibits teamwork & collaboration by contributing positively, actively listening, disagreeing tactfully, sharing ideas, & assisting in conflict resolution.

3.Demonstrates effective long- & short-term judgments by: recognizing possible & probable courses of action or alternatives; considering the pros & cons of each action; & making effective & efficient decisions that improve the situation.

4.Communicates with clarity, both orally & written, by presenting clear, concise, organized & persuasive ideas.

5.Monitors changes in current federal & state regulations, as well as professional standards, & recommends changes in policies & procedures to administration.

6.Assists in the preparation & planning of department budget for review, recommendations & approval, with assistance from the Executive Director/COO.

7.Participates in Directors/Managers, departmental, & organizational staff meetings.

8.Adheres to current HERO Personnel Policies & Procedures Manual & Department Standards of Care.

9.Adheres to all Federal Health Insurance Portability & Accountability Act (HIPAA) regulations, by protecting the privacy & security of all patient/client health information.

10.Participates in advocacy activities that support HERO’s mission & annual fund raising events.

11.Any and all duties as assigned.

EDUCATION & EXPERIENCE

MSW and LCSW-C required. Experienced in management of case management services, strong & diverse service delivery, along with supervisory experience. Possess 3 to 5 years experience researching & writing public & private grants & proposals.

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge of grant & proposal writing procedures; research & organizational skills; program management & evaluation; long range planning; case management principles; supervisory & administrative principles; community resources related to HIV, drug/alcohol abuse & crisis counseling; & diverse service delivery.

Skilled in grant/proposal writing; formatting & editing; statistical reporting & analysis; & organizational development.

Able to demonstrate leadership & management; work under pressure on many priorities & deadlines; gather data, compile information & prepare reports; use independent judgment & manage & impart confidential information; read & comprehend simple instructions; write simple correspondence; effectively present information to individuals & groups; apply common sense understanding; carry out instructions furnished in written, oral, or diagram form; & be HIV/AIDS sensitive & interact with a diverse staff & client population.

Benefit Package Information:
